There is a growing realization among economic developers that entrepreneurship and innovation can – and should – be influenced. TIP supports this view and has dedicated this issue of our newsletter to the topic. Entrepreneurship and innovation should be influenced because of its potential impact on a community or region. According to the Kauffman Foundation, a non-profit organization that promotes entrepreneurial development through education, nearly half a million people* create new businesses each month during the year in the U.S. It can be influenced if we as economic developers are willing to think differently about our work. This means understanding the factors that support a climate of innovation, assessing and leveraging the innovation capacity of our existing businesses, and understanding the role of place in attracting and retaining entrepreneurial talent.

Entrepreneurship Key for Economic Development Success

NOTEWORTHY

The Delta Regional Authority, a federal-state partnership covering 240 counties and parishes in eight states, was established by Congress in 2000 to enhance economic development in the region and improve the quality of life. The group has chosen TIP Strategies and our partner Taimerica, Inc. to create a regional development plan with a five-year planning horizon.

PROJECT ROUND-UP

Following The River Valley: At the Tipping Point, an economic development and marketing strategy for the Fort Smith Regional Chamber of Commerce created by TIP in the summer of 2005, TIP is assisting the community with implementing strategies outlined in the plan. Through a Base Realignment and Closure (BRAC) grant awarded to the Western Arkansas Planning and Development District (WAPDD), Jeff Erramouspe has led a number of visioning sessions with area leaders, helped implement a regional re-branding strategy, and led the initiative to form a Center for Entrepreneurship in the community. The Center will be the first of its kind in the state and will be jointly sponsored by the Chamber, the City of Fort Smith, and the University of Arkansas-Fort Smith.

TIP Strategies, along with MGT of America, Inc., is currently assisting the Southern United States Trade Association (SUSTA) in its efforts to maximize exports of agricultural products through effective administration and execution of the group’s Market Access Program. SUSTA is a non-profit international trade development organization covering 15 states and the Commonwealth of Puerto Rico. The organization combines federal, state, and industry resources for export market development.

TIP is working on a project team led by Broaddus & Associates to develop a Master Plan for the proposed Asian American Center of Austin. The City of Austin has an agreement with the Network of Asian American Organizations to provide land for the development of the center. The 15-acre site could become a significant catalyst to stimulating investment in Northeast Austin. Our team is analyzing similar types of cultural centers throughout the U.S. and the feasibility of a public/private development scenario in the creation of the cultural center. A $5 million bond item will be presented to Austin voters this November that will be used for the design and operation of the cultural center. TIP Strategies and Broaddus & Associates will develop the master plan and perform a fiscal impact analysis of the project in preparation for the November vote.

The City of Kyle, Texas has hired TIP Strategies to create a strategic plan and target market study. The community is growing due to it's strategic location between Austin and San Antonio.

Becca Bruce is attending the American Association of Retirement Communities annual conference in San Antonio, October 23-25.

Tom Stellman will present at the Southwest Regional Conference on October 26 at South Padre Island. This annual event conducted by the Southwest Region Directors Association and sponsored by NADO (National Association of Development Organizations), will focus on regional issues of interest to Economic Development Districts and Regional Development Organizations. Tom will highlight growth and development issues for South Texas and South Padre Island. TIP is currently drafting an economic development plan for South Padre Island. The staff at TIP Strategies often has spur of the moment conversations about what we're reading. Here are a few of our latest recommended reads:

Kauffman Index of Entrepreneurial Activity: State Report 2005 Robert W. Fairlie for the Ewing Marion Kauffman Foundation - This report provides state-by-state breakdowns of entrepreneurial activity. Interestingly, our client, the State of Vermont, has the highest level of entrepreneurial activity in the nation, "with 550 per 100,000 adults creating businesses each month."

The Small Business Administration’s Office of Advocacy has compiled a useful list of Research Resources associated with entrepreneurs, small businesses, and academics. Certainly worth a look.

The Center for Advanced Technology & Innovation, known as CATI, is a nonprofit organization that promotes business and work force development and technology innovation in southeastern Wisconsin. CATI, maintains a multimillion-dollar patent portfolio available for licensing. Its patents are donated from companies such as S.C. Johnson & Son Inc., and Boeing Company. Since 2001, TIP Strategies has regularly worked with the Racine County Economic Development Corporation on an economic adjustment strategy, which included tactics related to entrepreneurship and CATI.
